AGENDA ITEM TITLE:

RESOLUTION No. 014-2019 - A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF INDIANTOWN, FLORIDA, APPOINTING G&L ACCOUNTING SERVICES, LLC AS ACCOUNTANT AND INTERIM FINANCE DIRECTOR; AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT TO RETAIN THE SERVICES OF G&L ACCOUNTING SERVICES, LLC IN AN AMOUNT NOT TO EXCEED $81,000 PER FISCAL YEAR, IN A FORM SUBJECT TO THE APPROVAL OF THE VILLAGE ATTORNEY; AND PROVIDING FOR AN EFFECTIVE DATE.



SUMMARY OF ITEM:

This agenda item requests the appointment of G&L Accounting Services, LLC as the Village's new accountant and Interim Finance Director.  

Background

At its first meeting, the Village Council appointed Carr, Riggs, and Ingram, LLC ("CRI") as the Village's accountant and Interim Finance Director.  Since CRI's appointment, the Village Council retained its new Village Manager. The Village Manager has been working with CRI and has found their services to be professional and satisfactory. However, the Village Manager strongly recommends that going forward, the use of a public sector government accountant with substantial municipal finance experience would be in the best interests of the Village.

The principals of G&L Accounting Services have extensive public sector government accounting and municipal finance experience. Upon appointment, G&L Accounting Services will provide those services currently performed by CRI.  In addition, G&L Accounting Services will also provide on-site assistance to Village staff. These services include, but are not limited to, annual operating and capital budget development and presentation, monthly financial statements, on-site meetings with Council and staff when needed, payroll, and other services customarily and routinely provided by a Finance Director.  There will be no break in service or increase in the current approved budget.

The Village Manager contemplates this appointment as an interim measure until a qualified in-house Village Finance Director can be hired.



RECOMMENDATION:

Approve Resolution No. 014-2019 - Appointing G&L Accounting Services, LLC as the Village's new Interim Finance Director, and authorizing the Village Manager to negotiate and execute an agreement to retain the services of G&L Accounting Services, LLC in amount not to exceed $81,000 per fiscal year.
